Scorpius
Scorpius is a Peacekeeper 'special projects' officer who is also given control of Crais' fleet and flagship. He is a hybrid; half Sebacean and half Scarran. As the Scarrans are mortal enemies of the peacekeepers, it was deemed wise by Peacekeeper command for them to use him & his knowledge rather than execute him.
His sole purpose in life to get revenge over the Scarrans. He enters Crichtons world after circumstances lead him to infiltrate a Peacekeeper Gammak base to search for a cure for Aeryn. Scorpius's abilities identify Crichton as an imposter. Scorpius is on the Gammak base leading research into wormholes and the possible use as weapons as he believes Peackeeper weapons will have little effect against the Scarrans. He tortures Crichton using the aurora chair to probe his mind. He discovers a hidden memory in Crichton's mind (hence the episode title) left by the Ancients, as a guide to Crichton in how to activate & use wormholes, which he must figure out for himself. Scorpius is convinced their must be more and Crichton becomes his new & valuable target and so takes over where Crais left off hunting Crichton across the galaxy. He is as cunning as he is evil. You never really know who he is working for right up until the end.
He has one significant weakness: his Sebacean & Scarran physiology are incompatible. Sebaceans cannot tolerate high heat; it will kill them. Scarrans produce it as part of their physiology (which is incorporated into a weapon). In order to maintain the balance, he had cooling rods inserted directly into his brain and wears a cooling suit at all times. His cooling rods needs to be replenished as regular intervals or he will overheat and fall into a permanent heat delirium coma. Oh yes, at some point he seeks asylum aboard Moya!

Harvey
Harvey is the visual representation of the neural clone which resulted from Scorpius placing a tracer chip inside John Crichton's mind, to search for the hidden wormhole knowledge. Though the chip is eventually removed a neural bleed results and the clone is the result. He is given the name 'Harvey' by John in the episode 'Won't Get Fooled Again'. He appears every now and again to give john advice and/or to prevent him coming to harm, (in case the neural chip does not give Scorpius the knowledge he needs, John's brain is protected).
In season four, Scorpius adds a program to the clone amking John think the clone has been destroyed, but it has just been put into hybernation as a fail safe device in case John turns against Scorpius or tries to kill him.
The only other crew member to have seen Harvey is D'Argo in the episode 'Scratch n Sniff'.

Captain Braca
Meeklo Braca is Mr Smithers to Scorpius' Mr Burns - he is everyone's yes man. He started out a Peacekeeper Lieutenant working for Crais, then became Scorpius' right hand man and was finally promoted to Captain by Commandant Grayza in season four, after becoming her lacky (or possibly sex slave).
He obeys orders, no matter who's giving them within the Peackeeper realm. Some fan circles believe:
a) he is controlled by a Scorpius neural chip
b) he is the father of Grayza's baby
c) there is some kind of homo-erotic thing going on between him and Scorpius.
We may never know the whole story about Braca, but we do know that whilst until the orders of Grayza, he was in fact working for Scorpius. He also had the balls to put Grayza in the brig & assume command when she was intending to sacrifice her entire command carrier personnel to prove a point against the Scarrans. He and John are mortal enemies, but manage to put this aside to fight together in the Peackeeper Wars.
